"...nor do they put new wine into old wineskins, or else the wineskins break, the wine is spilled, and the wineskins are ruined. But they put new wine into new wineskins, and both are preserved." (Matthew 9:16-17)

Principles 2-4 seem to be written in "MCC speak." For example, on a page that is headed "Mennonite Central Committee" Principle 2 begins "We affirim the establishment of the Mennonite Central Committee to replace...." How do you create something that already exists?
Later on we see "MCCs in Canada" note plural, and "MCC Canada" singular. Which is it?
It appears that Principle 4, a desire for a multi-nation entity runs counter to Principle 2 & 3, which seem to be establishing separate national entities.
I admit that as a supporter, observer, and admirer of the work of MCC, I have never been involved in its administrative details. Thus the document seems very unclear to me. However, one of the ideas that ought to be behind New Wineskins is to communicate easily with your broader constituency. This does not accomplish that.

Regarding Principle 4:
"We affirm the transfer of international program to MCC Canada and MCC U.S and other entities as they develop."
How will you carve up the world?
- geographically? (with MCC Canada, for example, getting Latin America and MCC US getting other geographic regions); or
- will both MCC Canada and MCC US have different offices in the same countries? or
- will MCC CRs be jointly appointed by both MCC Canada and MCC US? or ...
What options are on the table?
